You will find below the marina's internal regulations, stamped and validated by the Préfecture de Guadeloupe's legal control department.

Customs regulations

relating to private and commercial pleasure boating
in the waters of the French Departments of America.

Whether or not you are in possession of goods subject to customs regulations, you can file a clearance with an authorised establishment on arrival or departure.
You can do this at the Marina de Rivière Sens Harbour Master's Office.

 I/ You have nothing to declare at customs:

 You can moor freely in the French Departments of America (DFA) in a non-tariff port, or sail in West Indian and Guyanese waters, on three conditions:
- no need to declare anything at customs; ;
- to transport only objects or effects admitted without taxation or customs formalities; ;
- comply with immigration rules.

II/ You hold goods subject to customs declaration:

If you hold assets subject to declaration or taxation, you can :
* Dock in a customs port in the FADs provided :
comply with immigration rules ;
to fly the QUEBEC flag; ;
present yourself at the customs office/brigade with the required regulatory documents (licence, permit, etc.), ……..invoice, etc.).
to make your declaration.

* Sailing in Antillean-Guyanese waters, on condition that you declare all goods subject to declaration in the event of an inspection at sea,
comply with immigration rules ;
spontaneously declare goods subject to declaration; ;
present the required regulatory documents (licence, permit, invoice, etc.) to the inspection service.
To find out which objects and effects are subject to declaration or taxation, or which goods are strictly prohibited from being held in the FADs, you can consult the internet links below.

Please note: you cannot dock in the FADs or sail in West Indian and Guyanese waters if you are in possession of goods that are strictly prohibited from being held or moved in the FADs.

What do you have to declare to customs when you arrive in the FADs?

- Goods in amounts and quantities exceeding the exemption thresholds.

Travelling to the West Indies

- Sums, securities or other assets of €10,000 or more.
The obligation to declare sums, securities and assets

- Weapons and ammunition on board.
Exports and imports of arms and munitions

- Animals and plants listed in Annexes II and II of the Washington Convention, whether alive or dead, as well as parts (skins, feathers, teeth, etc.) and products thereof.
Species threatened with extinction

- Medicines imported for personal use, i.e. in quantities corresponding to 3 months' treatment without a prescription (larger quantities with a prescription), do not need to be declared. Beyond that, imports are prohibited.

- Foodstuffs of animal origin (meat, meat-based products, milk or milk-based products).
These health measures do not apply to other foodstuffs, such as those intended for infants or fish products, under certain conditions.

What goods are strictly prohibited from being held in the FADs?

Species threatened with extinction

- Plants and plant products, potentially dangerous for flora. The regulatory reference for Guadeloupe is Order 96-323 of 10 April 1996 issued by the Guadeloupe Prefecture.

- Narcotic drugs and psychotropic substances (unless a prescription, medical certificate or import authorisation is obtained for medicines, substances or preparations classified as narcotic drugs or psychotropic substances).

- Dogs in the first category, not registered in a herd book.
How to recognise first category dogs

- Products and objects containing pornographic images or representations of minors.

III/ Useful information :

Where can you buy fuel and under what tax regime? For Guadeloupe, this tax issue is the responsibility of each DFA:

Boats can refuel at the Dépôts Spéciaux d'Avitulement (DSA) set up along the Guadeloupe coastline (note that not all DSAs deliver diesel and unleaded super).

At the Rivière-Sens Marina, Marina Services (TOTAL) supplies taxed/detaxed diesel and taxed/detaxed unleaded Super.

Pleasure craft and yachts (on stopover) may use tax-free fuel in accordance with the decision of the Guadeloupe Regional Council No CR/14-580, which only concerns the Special Consumption Tax. Other boats must refuel using fuel inclusive of all taxes (dock dues and regional dock dues, Special Consumption Tax).

As a yachtsman, can you fish in DFA waters? This is a matter for each DFA, in the case of Guadeloupe:

Recreational sea fishing is governed by Guadeloupe and Martinique Regional Prefectoral Order No. 2002/1249/PFEF/SGAR/MAP.

The following may not be fished: sea turtles listed in the decree, lambis, white sea urchins, corals, gorgonians, sponges and marine plants. Fishing conditions for lobsters, fish and other marine species are specified in the decree.

Can I bring my pet to Guadeloupe?

Yes, under certain conditions
